We're making a PSA for a non-profit organization that will have several motion graphic sequences and while the creative isn't locked yet, we'd like to get an idea of a general price range for 30 seconds/1 Minute of high-quality 2D motion graphics.

One quick idea to help you come up with an estimate would be a map of the United States coming together with various organization's logos appearing and all ending up under one parent organization, roughly 30 seconds.
